The Bihar Knowledge Economy Mission is a transformative initiative by the Government of Bihar aimed at advancing the state into a dynamic knowledge-driven economy. BKEM seeks to create 20 lakh job opportunities for skilled and educated candidates over the next five years, fostering growth and development across various sectors.

BKEM, in collaboration with leading universities and innovative start-ups, has developed the Digital Workforce Management System (DWMS), a cutting-edge technology platform designed to streamline talent acquisition and management. The mission envisions positioning DWMS as one of the largest public talent clouds globally, connecting Bihar’s skilled workforce with opportunities both within and beyond the state.

With BKEM, Bihar is setting the foundation for sustainable economic progress and creating a globally competitive knowledge ecosystem.

Bihar Skill Express 2.0
Empowering Talent, Bridging Opportunities

This is an exciting continuation of the successful Bihar Skill Express (BSE) initiative, where the focus is on identifying, nurturing, and training talents to match them with relevant job opportunities. The program is designed to empower job seekers by equipping them with in-demand skills, practical experience, and access to job openings, while simultaneously assisting industries in recruiting top-tier talent.

Bihar Skill Express 2.0 is committed to providing 10,000 knowledge-based job opportunities for students and job seekers from higher education institutions and the open community. This will include direct placements, internships, and a Train & Deploy model. The placement process will be facilitated through three methods: Job Audition, Job First, and Internships.

Targeting final-year students from Arts, Science, Engineering, and Polytechnic colleges across Bihar, this initiative offers a unique opportunity to connect with industry trends and job prospects, ensuring students remain competitive in the workforce.

Job first

This model involves a more comprehensive process. Candidates will undergo screening by industry experts to assess their potential. Once selected, they will receive specialized training to enhance their skills and prepare them for specific job roles. After completing the training, these individuals will be deployed directly into suitable positions if they meet the minimum skillset requirements, ensuring they are well-equipped for the demands of the job market. This initiative is a key component of the Bihar Knowledge Economy Mission (BKEM), designed to bridge the skills gap and improve employability in Bihar.

Job Audition

In this category, candidates will be placed in jobs based on their specific skill sets. To identify and match job seekers with relevant positions, skill challenges, hackathons, code reviews, product pitching, and technical writing will be utilized, allowing candidates to showcase their skills and potential. This approach ensures that candidates are hired based on their actual capabilities, fostering a stronger employer-employee fit. This initiative is part of the Bihar Knowledge Economy Mission (BKEM), aimed at enhancing the employability of individuals in Bihar.

Internships are a valuable component of the initiative, allowing students and recent graduates to gain practical experience and exposure to real-world work environments. They serve as a stepping stone to full-time employment, helping candidates develop their skills and expand their professional network. This program is an essential part of the Bihar Knowledge Economy Mission (BKEM), aimed at fostering a skilled workforce that is ready to meet the challenges of the job market.

Short Term

Short Term Learning Tracks cater to students who need to enhance their skills to meet industry requirements or wish to develop their skill sets through training programs.

Skills Exploration Workshops
BKEM will conduct Skills Exploration Workshops on campuses to inform students about job prospects related to various skill programs offered by partners. Students can enroll with scholarship support, aligning their skills with industry needs. This initiative is part of the Bihar Knowledge Economy Mission (BKEM).

Long Term


This segment of the learning track supports students who wish to develop their skills in areas of interest through peer-to-peer learning methods. It includes the following interventions:

Learning Station
Learning Stations serve as a peer-to-peer mechanism to introduce various technology domains to students in a structured manner. BKEM will support institutions in setting up these stations in partnership with community partners like GTECH and Mulearn.

Interest Group Formation
Students interested in a specific technology or domain can come together to form interest groups as a direct outcome of the Learning Station activities.

Learning Circle
Learning Circles are voluntary peer-to-peer groups of students focused on a specific technology or domain. Students can initiate these circles with like-minded peers, and campuses can host multiple Learning Circles. These groups will meet regularly at a designated time and place to discuss and learn new concepts within their area of interest. Each Learning Circle will receive specific domain training and connect with industry mentors through a structured format.

Skill Bootcamps
Custom-designed bootcamps will be organized based on industry feedback, with support from industry partners. BKEM will assist institutions in designing and hosting these bootcamps on their campuses, ensuring that the training is relevant and aligned with industry needs.
